I used to frequently frequent this place, for a year or more, for beer and tapas. The two Euro deal for a small beer and small snack seemed very reasonable, and I accepted that neither food nor drink would be vast, at that price, which they are not. I also kind of accepted the poor service as an interesting quirk of the place. The waiter always seemed happy to see me, but once I was seated it was usually almost impossible to get him to take an order, or deliver a correct one in good time. I resorted to leaving my seat and tracking him down every time I wished to select a new tapas or drink, and sometimes doing the same again to see if they would be transported to the table anytime soon. I brought visiting friends here, and excused the embarrassingly poor, sometimes provocatively rude service by saying 'oh it 's Spain, haha... ' or something similar. I overlooked the fact that other not-so-not-Spanish customers were often served before me/us whilst we were routinely ignored, as I enjoyed the small beers and small tapas, and hey...it 's Spain. But, during their winter closure my eyes were opened. I expanded my tapas world to nearby establishments and discovered that for the same price, or within twenty cents of it, you could receive a larger beer, larger and tastier tapas, and much better and friendlier service. I returned to Popeye twice since they reopened, as I wanted my old haunt to surprise me and show some improvement, but the same waiter showed me the same happy hello when I entered, then pretty much ignored me after that, sometimes literally looking me in the eye as I attempted to gain service, then serving another table and leaving me bereft of sustenance. (Additionally, both the liquid and solid portions remain small). So, I will not be returning. Other restaurants within thirty seconds walk offer better, friendlier and more attentive service (even if you are not-so-not-Spanish) and better value (and in some cases, a better view). If you are in Garrucha looking for tapas, there are plenty of options around, and I would recommend you trying them all. Popeye seems like a decent option, but you can do much better.
Stopped after visiting the market for a drink and a little Tapas.... Little was the operative word. They were very small portions indeed. We ended up having to double order to gain anything from it. The service was very poor and rushed, all they seemed to want to do was flip the tables as quick as possible. I will not be going back.

Atención rápida y amistosa, la camarera fue en todo momento. tienen tapas cartita para elegir con sus varas por 2€. las buenas tapas!
